Citizens Against Government Waste provides a sorted and searchable database of all Pork Projects from 1995 to 2010. Pork is not exactly the same as Earmarks but Pork and Earmarks are, essentially, the politicization of economic decisions to maintain incumbent power.

WAMS (EARMARKS) Penna. 2010-2011 Budget
Democratic Senator Jay Costa denies there are EARMARKS, Pennsylvania calls them WAMS, in the 2010-11 Budget. Sen. Costa does acknowledge "discretionary programs" and Republican Majority Appropriations Chair, Republican Sen. Jake Corman, acknowledges WAMs are in this budget. It is worth remembering that the unbalanced and unconstitutional phony budget was passed with unanimous votes of REPUBLICAN "LEADERSHIP" and both House and Senate even as rank and file members rebelled.
Despite Sen. Costa's denials, there is substantial evidence to contradict his self-serving statement. The projects may be worthwhile, even justified, but they are promoted and put into the budget because these WAMs offer incumbents protection against primary challengers and general election challengers and are guaranteed way of gaining support from the recipient beneficiaries. EARMARK-WAMs, the gateway drug to big spending big debt budget, also mean the requesting legislator is now committed to supporting the legislation in which his/her WAM is contained.
In Pennsylvania, this fiscal year's 2010-20110 is $28,000,000,000 which not only relies on $850 million of Federal Stimulus which has not been authorized yet as well as a failure to address Court ordered repayment of $800,000,000 taken, without authorization ("stolen" in the vernacular) from MCARE and Pennsylvania's doctors.
WAMS (EARMARKS) do not make fiscal common sense and are used, intentionally and primarily, for incumbent protection and re-election.
A reader called our [Commonwealth Foundation's] office today, following a conversation with his local lawmakers, who denied there were any WAMs in the budget, and claimed there had not been in many years. Our reader wanted to know the truth.."

Mr. Eigen's graph is dramatically illustrative of the rise of earmarks through 2006 is illustrative of how the Republicans misused their power and, eventually, brought about their own electoral ruin. The Democrats took control of both House and Senate in January 2007 and despite a lot of talk, the process continues with the same consequences.
